Notch two — Competent English. This is the higher bar. If your partner reaches competent English, you can claim the 5 "partner with competent English" points on the skilled points test — on top of avoiding the Second VAC, because competent is well above functional.

So the same exam, taken once by your partner, can either save you a fee, or save you the fee and hand you 5 points toward your invitation cut-off. Most couples only learn about the second instalment when the bill lands, and only learn about the 5 points after the round cut-off has already passed them by. Understanding both notches before booking the test is where the real saving lives.
